I've sided with the humans and defeated the dragons, though I hadn't rescued Tarmas yet. Now, when I return to West Harbor, the pallisade gate is closed, Tarmas is outside but he can't be interacted with (he'll just say something when I click him, no chance of dialogue) and if I "jump" inside the area, there's only Quarrel there as well as an entrance to the merchant outpost of West Harbor.

What do I do now? I hadn't yet delivered the shawl for that quest, nor am I able to get other quests from NPCs missing from this area. Is there a code to jump to the "right" kind of West Harbor or something I can do to fix the area?
