StingingVelvet: Block doesn't work when moving or when being hit or when recovering from something. I don't think you guys are experiencing a glitch.
Then it's just a very unintuitive system.

When being hit or recovering makes sense. But moving? Pressing block should over-ride my movement and root me in place if needs be. Would feel much more natural that way.
