I've died at least 15 times here.. my best result is killing around 20 wraiths, WTH is with this fight? My potions had run out at that moment and they still keep coming.. (btw that 20 wraiths gives around 350 xp.. too bad I die eventually :/... or I'll leave it after a while..
Anyway: is it bugged or normal?
I don't really remember how many wraiths it takes, but:

You can't let them get near the herb girl. It makes the quest fail (though there's no real indication it does), which might be why you're seemingly fighting an endless wave of wraiths. Someone, last week, claimed to have fought for over an hour, until this was pointed out to him. He later passed it no problem. While I'm guessing the part about an hour was an exaggeration, the general situation sounds similar to yours.

You do have to fight a bunch of them in waves, but assuming you're not exaggerating about the number 20, my guess is you've "failed", thus the never-ending waves.

I certainly didn't fight 20... it was like 8-10 at most I would guess. Wasn't that hard, just stay away from then and use Quen.
I have a theory that pulling your sword too soon could cause the quest to fail because the witch is afraid of you.. so I was sure at least in the animation She was still doing the ritual.. anyway I have passed this time with around 10 kills and read somewhere that someone had to kill only one..

I effing hate wraiths. They're the one monster that I seem to struggle with.

For this quest, I thought it must have been bugged as I'd fought so many, but then they all finally quit respawning and I'd finished it.
It took a while for Anezka to realise that I'd completed the quest though; she wandered away from the shrine and just stood in the forest for a bit before it would let me interact with her.

On a side note, my tactic was to run away from them and there'd be a point where they wouldn't come any closer, but they also wouldn't attack her whilst she was performing the ritual.
So, I could run in and pick them off, Yrden then/Quen etc.

Still, seemed waaay too many to fight in my opinion without you knowing whether it was bugged or normal.

Judging from the loot on the ground I think I killed at least 9 of them. My quest doesn't fail when the wraiths get close to Anezka. In fact, she seems to be oblivious to them.

This happened to me. She didn't do the ritual animation and effect, showing the frightened animation instead. Make sure she's actually looking at the statue and the magic effect is happening when you fight the wraiths.
There's a bug there, and I encountered it in 2 of 3 of my playthroughs.

3rd playthrough it would happend if I used specter oil BEFORE talking to her in front of the statue. Using it once the battle started, however, worked fine.
Wait for Anezka to start facing the statue,start glowing and all and start performing the ritual before you attack the wraiths.I also killed infinite wraiths first 2 times I tried,then I just didn't move,waited for wraiths to spawn and that they come to me.That strategy worked the first time I tried it,maybe I got lucky and the game got unbugged or whatever.No hurt in trying it.
A couple of times, I saw Anezka starting the ritual, and a few seconds later she was facing back at the plain and saying "veyopatis!".

It seems that lots of stuff can break this particular sequence.
