Neither vicecount de Lettenhove (a.k.a. Dandelion) nor Zoltan Chivay are special forces soldiers; one's a bard, the other ex-military. As stated above, talk with the Blue Stripes in their hideout next to the inn.

I'm also looking for green mould in and around Vergen, but have not been able to find any so far. Anyone know where it is?

When you look at a merchant's inventory, make sure to click on the merchant's quest item sorter. Easier to spot that way, plus you'll find a couple other things for other quests that way.

with all the fornicating with prostitutes and unprotected sex you should be able to find an abundance of green mould down geralts trousers.

he may be immune to disease but shit can still grow on him ;)

The quest was called Party and you spoke to Ves(Vas) You missed the almost nude Geralt!!

There's also a mod that removes his purple eyebags on Nexus!!
