Nobody. The mod is hidden by the author for a reason:

"The reason given by the author is: Taken down as I no longer want to support this mod, if you would like to take over then PM me."

Fortunately enough I have it saved. I was upset when I couldn't find it on Nexus, but turns out I still had the file, and I'm more than happy to share it.

It's unfortunate that the Author has taken it down entirely, instead of leaving it up and stating that they would no longer updating the mod, this way others could still enjoy it.

That mod is not yours to share. The author took it down for a reason and it is theirs to do so. You should remove that link.

Hickory: That mod is not yours to share. The author took it down for a reason and it is theirs to do so. You should remove that link.
and the reason is that he didnt want to deal with his mod anymore .... so giving this reason ...whats wrong with sharing it if the authirs would have gave him anyway in pm ?

The mod is still his to share or not. He stated that anyone wanting to take it over should PM him. That is NOT a blank slate for anyone to post it anywhere. It means the details of transfer of ownership/guardianship should be discussed with him, the author.

The mod is free, and he precisely said that this isnt his mod , so ownership hasnt hange from the original authors , only the way of distribution ? again you didn't answer ... What's the matter ? he didn't post it on nexus, he posted it to help a fan of the mod

The mod is free because the author hasn't placed it behind Bethesda pay wall, but it is only free so long as the author allows its distribution -- it is his copyright.

Where did the author say it is not his mod?
