Navigate to your Witcher 3 install folder and then to:

..\The Witcher 3\bin\config\base\

In the 'base' folder you will see a file called 'general.ini'. Open it up in Notepad (NOT a word processor!) and add the line
DBGConsoleOn=true

Capitalisation is important! After edit, the contents of your general ini should look like this:

[General]
ConfigVersion=2
DBGConsoleOn=true

That's it. You don't need a mod.

I went to save the general.ini file. It is read only. What should I do?

Make sure you are selecting the correct icon (NOT the top line). See attached image. Also, you can't select a skill with a padlock on it.

As for the correct time, I'm not sure what you mean. Can you elaborate?

I was trying to add the abilty from the top line. I corrected that.
In regards to the clock. On the top right is the mini map. To the left it shows the time which is incorrect.

The clock is not real time. It is in-game time and passes at a different rate than real time. To change the in-game time you need to meditate and set how many hours you wish to do this.

I typed in what you said into the "general.ini" folder, loaded up the game and pressed `/¬ but the console did not come up. Is there another key you press to activate it?

It depends on what keyboard configuration you use, but going from your given location you're in the UK, so the key should be the Tilde (~), not the one you stated. It's second right to the L key.

Thank you! It's the ' for me for some reason! It's made the game about 5 seconds slower though whilst fast travelling or loading into the game from the main menu.. I think it might be worth getting the items I want and then deleting the console command thing from the generel.ini file, right?

The console enabler won't slow your game down, at least while the console is not in use. The game is only watching your keyboard, just like it watches your keyboard in-game.
Ive tried to follow this as best I can and have done all the steps, I get the console open and type a command and it enters in as green but nothing actually happens??? Any help would be appreciated!
