OK So I know my mods are in the right place because its the same place I left them the first time this game came out. But since it's been a few years and I'm now on a Windows 10 Desktop computer Not One Mod I have even the 2019 mods I've found will work. I have read every install aspect the the moders put in their descriptions on Nexus and since Nexus got rid of NMM and changed to that even dumber program Vortex. Not one of my mods will work or run in game, So am I doing something wrong or what because this is annoying the hell out of me....

Your problem is installing games (via Galaxy) in 'Program Files' in Windows 10. Never install games to the protected folder structure of 'Program Files'/ Galaxy and its games should be outside of protected folders (Windows mirrors write content to where games often can't find what they're looking for), somewhere like:

C:\GOG Galaxy\Games\

At the very least, games should be outside of the protected folder and you can do this in Galaxy settings. Also, make sure you have full access rights to any folder you install games to.

Thanks that helped a little. I uninstalled the game and galaxy and downloaded it to my desktop instead of program files. Now to figure out what works and does not, only 2 out of 42 mods showed up and the 2 are working...lol.

You installed it to your desktop? That's almost worse than program files. Do as I suggested and install it to
C:\GOG Galaxy\Games\

Mods work fine. My file path is, C:\GOG Games\The Witcher 3 Wild Hunt GOTY
