I can't seem to figure out why my 980ti's in SLI get poor usage which results in very low FPS (45-55) on high settings without hair works or any post processing. I can over clock both cards to 1500 mhz and 7400mhz to the memory, yet Witcher 3 is only using 75% of 1 and 65% of the other at the most.

system specs:
X99 with a 6800k @ 4ghz
64gb ram
980ti in SLI @1500mhz
SSD's only
