I own Witcher 3 GotY both here and on Steam. On Steam, the menu is always the one from Blood and Wine. However here, it changes dynamically. I sometimes get the vanilla menu, sometimes HoS, sometimes B&W.

Do you also have it that way?

It's a good thing, i am just curious whether it's specific to GOG version or is my game bugged out

Same thing here. In the Witcher 2 the menu would change depending on where you were in your last save, in the Witcher 3 I'm pretty sure it's random.

That's specific to the GOG GOTY version.
