You might have 2 conflicting mods installed.

Also, use the Witcher 3 Mod Manager to install mods. It does everything automatically, so you don't have to do manual steps (okay, sometimes, but it's rare). Vortex will ruin things. Don't use it.

It's possible this error is related to missing the "meta" mods "Shared Imports" and/or "Community patch base". Essentially they ensure a common base between the W3 versions, so that the code base is the same. If you don't have them, see if installing them fixes the issue.
