The game and the DLC need to be bought on the same platform.
On GOG.com you can't buy DLC if you don't own the base game.

With a few exceptions for specific games, GOG.com codes can only be bought here.
Buying them anywhere else means you might have bought a key which was purchased with a stolen credit card.
It means the product can be removed from your library without warning.
I just checked and you can buy DLCs from GOG without owning the base game. (Typed in "dlc" in the search, clicked the first DLC -- some fishing game and you can be sure I own absolutely no fishing games -- and could go until payment methods before I cancelled the purchase.)

If you have purchased the DLC within 30 days you can try to get a refund.

Or... and this is a bit of a stretch... you could try to connect your Steam account to your GOG Galaxy 2.0. I had The Witcher 3 on Steam, but after I connected my accounts I also have a GOG version of it for some reason. However, my copy is the GOTY edition so I don't know if just the base game works like this. But connecting the platforms may trigger that GOG gives you The Witcher 3 on GOG since you already own it on Steam. It's a bit of a stretch, but it costs nothing to try.
You can purchase DLC if you don't own the base game, but only as a gift code. See the attached screenshot.
You can't redeem the gift code unless you own the base game.
