Hello, I have installed a new graphics card, Sapphire Radeon RX 5700 XT. Since then, The Witcher 3 has not started. Does anyone else have this problem? Star wars Empire at war and Spellforce no longer work either. Thanks for the answers.

Did you fully deleted older drivers from the other gcard?
-Try to DDU (Display Driver Uninstaller, download at guru3d) or AMD Cleanup (If the older gcard was AMD) and install lastest driver, currently is 19.12.3 or 19.12.2
-Move the user.settings (Documents\The Witcher 3) file and let the game generates another one. (Just move, in case you need the backup)
