Um... can i preorder the witcher 3 on my current pc and download it on another pc? or does that not work?

Of course you can. You are not linked to one computer. Just pre-order from any place, any browser, any device. The game will be in your library. After that you'll be able to download it from any place, any device. And the game is DRM-free, so as you can already guess, you'll be able to install it and play on any machine you want, multiple machines if you prefer. You can even lend the game to a friend.

Might be a good thing to remind as well that you can totally put the copy you downloaded on an external Hard Drive and then import your copy anywhere on your computer and, if you use Galaxy, scan this folder in order to install your copy on your other computer.

Took me a while to get how to import, but now that I know I can spare you some time to have your own copy installed and ready to go for the D-Day ;)
