just reached level 95, and guards are capped at level 105, they are no longer 1 hit killing me every time (still 1 hit kill some times). i decided to go on a rampage cuz i fuking hated the guards for being so OP. took a while to kill 5, then went on to kill another, and the 5 dead guards suddenly instantly revive all at the same time and 1 hit kill me. why are the guards so stupid? no exp, no items, OP af. i can only surmise the producers were police officers.

A lot of games have "Guard NPCs" that are way more powerful than they would need to be for pretty much no reason. Think it is somewhat unlikely that all those games had devs that were police officers.
