It seems some of the choices I made in the Witcher 2 save I chose to import aren't showing correctly in the Witcher 3. At the end of TW2, I chose to save Triss and spare Letho. However, in the first talk I had with Keira, she mentions witch hunts orchestrated by Radovid which made me a bit confused since the council should be active. Then I met Letho alive and well(sort of), which went with what I chose. Finally I met Triss, who talks about the massacre in Loc Muine.

So I decided to load the last manual save I had in TW2 (just before choosing between Roche or Triss) and finished it again while making the same decisions. I imported this save (which I chose by date as it was the most recent), got to Keira, and she said the same exact thing.

Am I doing something wrong? Is this a bug? Or is the massacre at Loc Muine supposed to happen?

Same happened to me (made the same decisions in The Witcher 2), so I'm guessing that the massacre at Loc Muinne happened anyway. Although, if I recall correctly, there was still a pretty massive massacre in Loc Muinne thanks to the dragon, so maybe that's what they are referring to?
I may be wrong, I haven't replayed Triss' variant lately, only back when game was released, but I think "witch hunt" will still happen, moreover, Triss' confession was kinda "catalytic", IIRC journal entry.

Thanks for the responses. I was just a bit concerned cause I wanted to carry the story over through all the games.
Was also wondering this as a few conversations hint at what seems to me to be the opposite choices as to what I believe I imported. I'm around 30hrs in, would hate to progress too much further and find i have to restart to get my proper choices reflected. Might do a quick run on easy and do the 'choose what happened' dialogue at Visima to see if anything major changes.

UPDATE:
Found there was too much story to spam through to get to any meaningful flags to continue with to try find any differences. instead minor spoiled myself with the letho's quest which i had skipped past earlier. Decided him being alive and Luisa La Valette being pissed I killed Aryan was reason enough to trust the import (and that i picked the correct savegame to import in the first place) and continue my original game for now.

Mind that CDPR seems to have retconned a lot of our decisions and that the choices made during the Witcher 2 are mostly ignored.

The witch hunt still happens, regardless of whether Triss was saved.

Henselt still dies, even if you keep him alive in W2.

Prince Stennis is nowhere to be found.

Anais is never mentioned again.

Saskia, Vergen and Iorveth are missing in W3.
I found out later that the conclave was enacted, according to Radovid. It just seems as though he went for the witch hunt because of the mages that he was associated with.
I imported a save with a Letho alive, and his quest won't trigger for me no matter what I do ;/
Worst part is that I already sunk 50 hours into the game.

I guess simulating the save is the only "safe" option.
