Will the next gen version of The Witcher 3 be an update for the existing versions (i.e. GOTY) or will it be a new version of the game? So no compatible savegames etc

Feels like a bit of a waste of resources to me, considering that W3 still looks and feels great - busy going through my 4th playthrough.
Unless there is added content, I doubt the visuals can be improved so much that it will warrant another go just to have a look...
If this is work ahead of Witcher 4 then that would make some sense.
