Games not starting without error messages are nearly always due to security software, either third party or Windows. Check/disable your antivirus/firewall/Windows Defender etc.

Do you use GOG Galaxy?
Edit: And maybe your Graphics card is not good enough?

yes i use gog and my graohics card is a geforce 9600t

W3 requires at least GeForce GTX 660. Are you sure this is your graphics card? It doesn’t fit with the hardware specification you provided.

Your graphics card is unfortunately not good enough. I searched on the web and came to the conclusion that it is a little worse than a GTX 660 and the GTX 660 is minimum requirement. As far as I can see the geforce 9600 is also from 2008. Some of the newer features that The Witcher 3 uses, is probably not supported by your graphics card. If you want, you may try to ask for a refund.

i had a felling from the beginning it was the graphic card---- thanks === i will try a larger one ---- i do have a newer machine witcher 3 works on --- but after a long distance move the new machine is not in place yet.
this solves the issue --- now how do I close off all these posts thay have been kindly respomded to ne?
