On windows, open search (cortana) and type in CMD. Right click on CMD.exe and run as admin. In the command prompt window, type in tracert www.gog.com
let that resolve and it will tell you if it gets to GOG.com or if one of the hops is very slow or unable to resolve. You'll need to figure out which download server you're trying to connect to and use the ip address of that instead of "gog.com". For that you may want to get a network monitor or packet sniffer that will tell you where all the traffic on you pc is going/coming from so you can tracert to the specific download server your pc is trying to connect to.
To flush DNS type ipconfig /flushdns
to reset your ip address (locally, not on your WAN) type netsh int ip reset
then restart the PC.
