Whenever I start a new Fallout game, I actually try to get the S.P.E.C.I.A.L. numbers as close to my real world self. Here are the numbers I always start off with that are as close, in my opinion, to my real world self.

Strength: 6
Perception: 7
Endurance: 4
Charisma: 6
Intelligence: 7
Agility: 4
Luck: 1

I also always pick the Four Eyes trait (since I require glasses in the real world) that adds +1 to Perception when wearing glasses and -1 when not wearing glasses.

You can have "Small Frame" and the "Child at Heart" perk from Fallout 3 :)
