Have you tried looking at Mobygames?
Choosing Windows then RPG yields 2887 games but you can further reduce titles to each year between 1998 to 2005. That's about 100 games a year. Hack n slash was too narrow. If you remember any other objective requirement that would filter it out such as 2nd genre or tech info that would likely help a lot.
Fully 3D cutscenes but can you remember if the game required Windows XP?
