Because after playing the game I can honestly say it's objectively terrible and I'm glad I didn't pay a dime for it. I think it's possibly the worst FPS I've ever played, and I've been playing FPS since Wolfenstein 3D.

You've writen the answer yourself. If you expected an FPS, of course you're disappointed, SS2 is not an FPS. Simcity is a way worse FPS than System Shock 2, but I don't see anyone complaining about it because it's not an FPS. It's a marketing problem, either someone sold it you as an FPS or you saw the screenshots and assumed it was an FPS. Reviews are real, I loved SS2. For the record, I think Deus Ex (the original) is a pretty terrible FPS too. It's impossible to play it as wolfenstein or doom, have you ever tried hitting something with the pistol while moving?

odinfan: Let's not get ahead of ourselves here now. I personally don't agree with the OP, but there have been countless games that have had universal appraise that I'd dislike myself. The Last of Us being one prime example (and in turn of which I praise DX and SS2 for the same reason, or similarly the original Fallouts).

I didn't say anyone was wrong to dislike popular games. I hate Borderlands and Dungeon Defenders. It doesn't mean they're bad though. People have a misconception that if you don't like a game then it's a bad game. I think the aforementioned are solid titles in terms of performance and for the time. They just suck in my opinion.
My view is an example of objectivity because I'm able to separate my personal experience with the quality of a game and other people's experiences. I wouldn't recommend the games but if you like them then great for you.
People need to learn the difference between all of these things so they don't get unnecessarily defensive/offensive.

I also wasn't quite happy with System Shock 2, it had several problems, lessening my enjoyment for it. I actually like the first System Shock much more, at least with the updated controls (System Shock Enhanced).
However, I don't get OP's gung-ho approach to it, like voting down any reviews that liked SS2. So you didn't like the game which many others like, cool. Just leave it to that, like I did.

In essence, whether the majority or minority are correct isn't (and can't be) objective EITHER WAY. They're simply one's views and there are NO TRUE opinions (unless you want to break how facts and opinions work).

For me SS2 has a lot of merits but while I can understand how groundbreaking it was back in the day,there are some gameplay mechanics that feel obtuse like inventory management. However, I don't get OP's gung-ho approach to it, like voting down any reviews that liked SS2. So you didn't like the game which many others like, cool. Just leave it to that, like I did.
But the atmosphere,story(the audiologs are some of the most creepy and downright nightmare fuel stuff I hear in gaming) and SHODAM really made me go on.
But best game ever,as some people say,for me that honor goes to Metal Gear Solid 3.

I'm highly amused. The OP is trying to manipulate user reviews to suit his own personal subjective preferences, and then goes to accuse GOG of manipulating user reviews to suit their own personal subjective preferences.
It's one thing to disagree with majority opinions on a game. For instance, I actually enjoyed my time with Daikatana. And I don't think that Final Fantasy or Kingdom Hearts is the greatest RPG of all time.
It's another thing entirely to denounce opinions that dissent from your own as being wholly invalid, or interpret anything other than an instantaneous, unconditional validation of your own personal opinion above all others as being a personal attack against you.
Put another way, a game which really irritated me lately is Telepath Tactics, for reasons that I personally feel are poor design choices, that deprived me of any enjoyment of what seemed like a very engaging setting and cast of characters. Do I think the game is bad? Yes, I do. But would I try to downvote every other single positive review, or assume that those positive reviews are fakes posted by sock puppet alts of the dev? Of course not. And I certainly wouldn't assume that it'd impossible for others to consider it a good game based on my opinion. Because there are a lot of others who do think it's a good game, and those people have a different set of expectations and preferences out of a game like TT, than I.
