If you don't mind Steam, i would say The Room (it's also available on phones), my brother doesn't play games and he loved that one.

And + 1 for Hidden Object games, they're simple and yet addicting.

if you follow procedure you can get far in police quest
If he wants something simple, i say go with Triple Town... It's simple overall and doesn't veer too far from playing card games; Plus since it stays in a window usually he won't have any UI issues compared to full screen (Because Alt+Enter or Alt+F4 usually is too hard to remember)
Hidden Object series like Mystery PI, Big City Adventure, and Mystery Case Files would probably go over well

He also might like Inspector Parker or the Inlay games (Puzzle Inlay, Adventure Inlay, Safari Inlay)

Match 3's might amuse him, Bejeweled, of course
