The first game is definitely better... really, without a doubt for me.
Both games were incomplete at release, but while KotOR missed only a few small parts, KotOR II was a complete mess. Entire planets didn't make it into the game, countless bugs made your daily life a living hell... and worst of all: the ending is so bad, I cried for hours.
Sure, KotOR has its pacing problems, the first six to seven hours of the game (Taris) can be boring. Some of the not so important characters are a bit two-dimensional, but that's it. Everything else is great: the graphics, the atmosphere, mechanics and especially the story. Boy, what a great story.
The sequel has its moments too, of course. The characters are better overall and the story progresses more naturally, the game is way more sinister than the first one.
With a few fan-made modifications to KotOR II, including the elimination of most bugs, KotOR II is still a good game, worth playing and paying for.
