It may be that Steam is moving towards using a content delivery network (CDN). CDNs have servers all over the world so this can result in significantly better speeds than from traditional centralised servers. Using a CDN would also explain the removal of the download region selector since CDNs handle that automatically. Certainly for me download speeds have been exponentially faster with the new client.
