If your budget is 250 then you've got plenty of cash for 760

If witcher 3 is your goal then no point in buying the card now anyway. In January prices should drop. and maybe we will get 960 which should be your choice of purchase
There are better things than the GTX 660 for under $250. You can get a 760 for as low as or if you don't mind a refurbished card, a [url=http://www.newegg.com/Product/Product.aspx?Item=N82E16814125605]660 Ti for $150.

See example benchmarks.
I would wait anyway, as both big producers are planning to come up with new cards anyway, this shall bring down the price of the currect cards quite nicely ;)

The changes both are making is to reduce power consumption and/or temperature......

Target date is somewhere beginning next year.

And don´t forget to check your power supply ;)

Nothing worse, than buying a new card and sitting in front of a dark screen, only because your power supply is too weak ;)

Exoanthrope: I'm pretty set on getting an NVidia EVGA card, and currently the 660 is on sale for $169.99(139.99 with MIR).
$170 for a graphics card and a space station?
That is a pretty good deal.
There's no really sense in such an upgrade. Just wait one year and take a 970, anyway with a 660 there are not so many title you can run smoothly.
Another vote to wait for a price drop with the GTX970.
I'd wait until you see what the system requirements are. Prices usually only drop.

That is, admittedly, a good price. And it may be the best price you get before Witcher 3 releases.

With the 600+ series, you'll get the nifty hair effects.

But if you wait another 6 months to a year, I think you'll get a lot more bang for your buck.
I'm also waiting for the GTX 970 to come down in price, and that would be my suggestion as well. Alas, currently the price is going up.
Here's a 2GB version for $120 from MSI:

Exoanthrope: I currently have an aging MSI N560GTX-Ti Hawk, and as shiny new games like The Witcher 3 draw near, I'm thinking it might be time to upgrade.

I'm pretty set on getting an NVidia EVGA card, and currently the 660 is on sale for $169.99(139.99 with MIR).

My question is, do you think this will give me a noticeable upgrade for that price, or should I hold off and wait for a 670 or maybe something from the 700 series to go on sale?

Edit: I probably should have marked this as a question...
If you're tight on budget you're better off holding till next year, the 960 will come out Q1 2015 and will be more powerful than a 660, 670 and even the 760. Price will be around the 250$, Witcher 3 won't be out till late feb so you still have plenty of time.

I had a 560ti last year before upgrading, it's still an amazing card and will serve you well until the new 900 series arrive.

You'll be spending this amount of money once, better spend them well :)

Exoanthrope: Thanks for the quick answers guys, I think I'll hold off then. My card is already over 3 years old and has had overheating issues out the box, so I don't think it will live to see the the 900 series become affordable to me, but maybe the 760 or 770.

And despite the tempting price, I abhor ATI cards since issues I had with their drivers and cards about 10 years ago. The Sapphire is probably fine now, but I hold on to grudges. :p

fr33kSh0w2012: You too eh? I hate Radeon cards! Pieces of S**t they are couldn't even run OMIKRON TNS on them without Issues!
It's freakin 2015. (or about to be).

The Radeons have come a long way.

In the last 5 years I went from:

Radeon HD 4350 -> GeForce 550Ti OC -> Radeon 7870 GHz Edition OC

I personally didn't have any problems switching back and forth between NVidia and AMD. They all just worked.

Exoanthrope: She might be influenced with future proofing, but her idea of gaming is Sims 3 and hidden object "games." Graphics are not her priority.
Future proofing, higher longevity of all the other components and presumably lower power consumption.
