There are many games on Steam which don't have CEG and don't have other DRM junk attached to it - meaning, once you download the game from Steam, then...you don't really need Steam running in the background to run the said game.

Sounds like you were wishing there was out-rage to Steam's DRM, which is CEG - so a game could get their CEG-DRM pulled via Steam.
I don't think Valve forces usage, as some dev's and pub's don't put it into some of their games. Seems to be more common with Indie games and older titles.
I wish less dev's used CEG or dropped CEG later in their games, to make them more DRM-FREE.
Are you looking for games to be able to be downloaded via a browser when we sign into our Steam-account, like say GOG allows for offline installers/game-folders? I wish Steam allowed for this, but it seems like we have to get our Steam-games via their Steam-launcher.
