DEG Mods seems to be getting the most traction. Still in alpha stage but already has a decently comprehensive and continuously growing selection - including the male/female mod for the TESIV Remake - available.

To be honest, that site sounds like a disaster waiting to happen if they go through with setting it up as they described. From what I understand, the way it's being built means that no one can actually remove a mod from the system. They can hide or block it, but users are still able to "unhide" and access those mods if they have the link:
"Reporting would result in us having a look at said reported post and determine if we'd block it or not. Blocking it means that it will be hidden from initial view on the website, yet it'd still be accessible if someone has the link, or accessible on other sites."
That means if someone uploads a mod with illegal content, be it anything from child pornography to blatant copyright violations, they can't remove it. Instead, their response is: “we'd essentially do the same thing as mentioned above, and at that point the relevant authorities would need to handle it from then on, as they try to find the perpetrator and prosecute them". While the illegal content is staying forever in the system.
