That's true since Bombergames can't distribute or really do anything with Streets of Rage Remake since the C&D (thanks Sega), but I'm guessing someone in the Streets of Rage Remake community decided to take the helm of tweaking and updating the game.

so can you still get your hands on the remake or do you just need to be lucky enough to download it before sega had a hissyfit ?

It's still possible to download Streets of Rage Remake v5 after Sega's hissyfit since some websites are backing it up for everyone to enjoy, so it's fairly easy to get your hands on it. A simple Google search of "streets of rage remake v5" should lead you to a download within the first few sites. I can PM you one easy place you can find it.
