If there's no other source of income, that's $15,000 for him to live on for about a year, minus however much he is going to pay the others. Call me a skeptic...
He also seems to have a fuck of a lot of stuff planned to complete in just one year, but then again I'm hardly an expert on the subject.

The funds are being raised to purchase a commercial license for Unity3D for 3 programmers ($1500 X3) plus the Team License which allows us to synchronize our work while we're working on the project (+$500 Each person, so another $1500), modelers charge between $50/mesh and $100/mesh, if we get a cheap modeler to make the 250 ships that comes out to $12,500, which makes us over-budget about $2,500, now if we include the prices for a year of webhosting + the rewards for the Kickstarter, that sets us at around $20,000, and that's not including the interior models.
All i'm trying to say here is don't judge me or my project before you take a look behind the curtains, please.
